Now that his ventilatory needs are lower, they’ve likely decreased or even stopped sedation.   Him being awake is a good sign, and moving all limbs can be examined now.   The best bedside test result would be the ability to follow all commands - if that’s there it’s really hopeful.  
 

The more complex testing to see if he’s functionally recovered (language, attention, short term memory - think Memento / 50 first dates) doesn’t happen until he is off sedation and life support - but it’s still hopeful news today.   More time is needed to get to the next stage but at this stage it’s about all they can hope for.

Since you have the experience, when they say "neurologically intact", what do the physicians need to see in order to give that designation?

From my time around the medical field, could be anything from mental status exam (a verbal test that measures basic and complex cognitive functioning) and/or full brain scans to see what parts are lighting up or not.
