It's difficult to say because we haven't see Jordan Love play very much and we've only seen Justin Fields play in so-so conditions. I'd probably go with Love though because he has a great offensive staff around him, good offensive line, and good weapons to lean on.

Does he have better weapons though? I think I'd take Mooney, Claypool, Moore, Kmet, and Tonyan over Watson, Doubs, Deguardo and ???. I would give GB the edge at RB but I think Chicago has a pretty clear advantage at WR and TE

I didn't say there weapons were better, I said that he has good weapons to lean on. Jones / Dillon is arguably the best RB tandem in the league and Watson/Doubs played pretty well as rookies. We've seen Fields play with Claypool, Mooney, and Kmet last season and their passing offense was still terrible. DJ Moore is clearly better than any WR the Packers have and is a huge upgrade though.
