I’m not saying it is a great value signing but you can’t really compare a deal signed in 2024 to one signed in 2022. Panthers are gonna have a lot of cap space in the coming years and have nobody they need to pay soon outside of Brown. No different than when the Jags for example were “overpaying” everyone - they were a bad team with a lot of money to spend and nobody to spend it on.
