It doesn't even mean that QB will be better than the guys that are drafted later. They shouldn't trade up for a QB unless they are convinced he is the right guy. The worst thing that could happen is you set the organization back several years before they have another decent chance to build a solid team. It would be a shame to waste the next 4-5 years of Jefferson's career trapped into mediocre QB play. Now is not the time to panic. If a QB that you are reasonably sure will be available go ahead and trade up for him. If you aren't so confident, consider picking a QB at 11 or 23.
