That wouldn't have been fair if earlier games make the game irrelevant for Carolina or Atlanta and the team that would then know they can rest gives an easy win to the other team, which in turn may screw over the Seahawks or Saints. Or it could be meaningless if both the Saints win and Seahawks lose in which case these two teams got information that let them know they could rest only because they played later. It's a strange scenario where there is absolutely no game that both teams need to win independent of all the other games. Best they could have done is put two non-playoff teams.
