Yea, they couldn't flex the Carolina-Atlanta game. That wouldn't have been fair if earlier games make the game irrelevant for Carolina or Atlanta and the team that would then know they can rest gives an easy win to the other team, which in turn may screw over the Seahawks or Saints. Or it could be meaningless if both the Saints win and Seahawks lose in which case these two teams got information that let them know they could rest only because they played later.

It's a strange scenario where there is absolutely no game that both teams need to win independent of all the other games. Best they could have done is put two non-playoff teams.

Carolina is going to sit people. Atlanta wins and they're in but they're just not what they were last season for whatever reason.

It's simple - Kyle shanahan isn't calling plays for them anymore

apparently no games are being flexed.

Great news for Seattle.  Since the Panthers and Saints both play early, both teams will try to win their game to potentially secure the division.  Seattle will know if they have a shot at the playoffs before they even take the field vs the Cardinals.

So let’s say the rams decide to start all their guys. And win against San Fran, they get the third seed, if Seattle wins that 6th seed, is it Rams-Seahawks wild card match?

Yes, if rams get the 3 seed and seattle gets the 6 seed, it will be rams-seahawks.
