Honestly, I would decline the option if they have the room for the extra $4.8M in cap space. The TL;DR version: Washington can turn it into a 2y, $23M fully guaranteed contract (if they're willing to have Collins have a $19M cap hit in 2020) with three team option years on the back-end.
