IN the NCAA Basketball tournament the Conference Tournament Champ gets in first. Wisconsin won the one game Big Ten tournament. You put the conference champ in first if you are putting someone in from the conference. There were years where a top 5-6 team undefeated didn't get into the tournament. It's anyone's guess who gets in but you shouldn't get in if you lose your conference championship. Like they said on halftime, no team has gotten in that lost their conference championship game.
