This may have come down to who Boras was negotiating with. For the Cole deal, we know it was directly with Hal Steinbrenner and reportedly, it was Hal who went to the 9th year. For the Strasburg deal, he might have gotten the Lerners involved (IIRC, they have a good relationship historically). A big part of Boras' value as an agent is his ownership connections, because there are times he goes right over the GMs head to get his guy the best deal.
