In 2021, about 71 percent of the players in the NFL were people of color (that is, a race other than white), while only a quarter were white.

 

But it still wouldn’t be diverse enough to come close to matching the NFL population.

I'm not sure how this affects anything...

It would tell us an awful lot about the one team it turns out is affected.

That said, why specifically offense? Why not STs, where there is a lack of representation in both coaches and ST specialists? 

Seems like a very token move to me, where someone can say "Hey, we have this rule!" that will ultimately just become a deflector from criticism going forward. 

Traditionally more HCs get hired from offense.

Think it makes sense if you're trying to get more diversity in head coaches, even if it is a transparent bare minimum thing.

Are owners doing this? I haven't seen anything confirming it, but wouldn't be too surprised.

I guess it makes the NFL look good, but doesn't actually fix anything. Personally, I'd rather have someone outright tell me they aren't hiring me for some stupid reason than virtue signal about wanting to hire me and not actually fix anything.

Oh i don't know. My comments are nothing more than speculation tbh.
