They ruled forward progress stopped reeeeeally early, so Pittsburgh couldn't challenge. It was a pretty quick fumble, and the fumble was clearly before he was down. Clear as day forced fumble and recovery. However, the refs decide after the fact that Gore was ruled down based on forward progress which was non-reviewable.
