I think you're vastly undervaluing the availability issue. Jackson is a great player, but his past two seasons should be warning flags. Guys with his style typically go downhill fast. The teams biggest issue has been mediocre management which has resulted in assets being blown at a historic pace, we basically wasted 5 first round picks over a 3 year period. I think it's his salary this year and 7.5 million in 24 would be guaranteed. A team willing to trade real assets for him would give hm that in free agency. You don't think he's getting more than 40 million guaranteed in free agency? He's definitely a starting QB.
