Harris wanted to be paid like a top safety (as he deserved, after this season), Vikings (at the moment) didn't want to give him the long-term deal (with big money) after 1-2 seasons of great success (while being 29), so the tag option, was always the most likely option.

I'm guessing the talks in the front office went something like this:

Spielman: "Zim, I've made the decision to extend Kirk to free up some extra cap space."

Zimmer: "Well, if we're putting that much into the offensive side of the ball, I want to keep Anthony Harris for my defense!"

Offered him a 1 year $11.441 million franchise tag, similar to what Simmons on Denver was offered.

 

He could easily decline it though and hit the market.  All these good players were offered a franchise tag though so really it is kind of a kick in the face, not to mention Dak as well.  And how is Derrick Henry's franchise tag amount less than Leonard Williams I have no clue.

How does he decline it and it not cost another team 1 or  2 first round picks?
