No. It's irrelevant as to who interviews them. Only the "Club" needs to interview them. I'm pretty sure if must be a high-level executive at least to comply with the spirit of the rule, but I don't think it necessarily has to be the owner. Does that surprise anyone though? I'm certainly not the biggest fan of Moore (as I don't think he's all that special), but he certainly wasn't the main reason for the Cowboys' failures.
