Could the chargers challenge the catch after the penalty is declined, "stealing" a play from the chiefs? or would the chiefs be allowed to "un-decline" the penalty after the review? I've always wondered too why challenges have to be so narrow and why if there are multiple events on a play you can't also review those elements.
