You also can't hit the punter and they went high and low and took him down. As far as the fair catch interference, yeah but the flop should be an offsetting penalty, that was terrible. Also why is fair catch interference 15 yards, that's silly. The end result should look like what should happen if it wasn't for a penalty, maybe a 5 yard penalty for safety reasons.
