Yeah my guess is they wanted Kafka or one of the Mikes in San Fran, got blocked, and went this direction.
 

So we are theoretically, if they are good at their jobs, adding way more pre-snap motion, Play-Action and unique running concepts + more RPO. I can dig that on a base level I suppose. Just not all that inspiring.

Optimistic way of looking at this.

Under this scenario, I could definitely see it working out. Scangarello alone is qualified to be our OC, with Doug still calling a big chunk of the plays. Seems obvious to me that Doug really likes Press, and is trying to help him grow as a coach to maybe take over plays one day as an OC.

And why did it to lake this long?

If I'm being honest. It really seems like it's because they swung and missed on trying to hire someone they actually wanted.... multiple times.
