The arms out means nothing to the refs. A fair catch signal on a kickoff is the same signal as on a punt. The arms out is telling his teammates to stay away.

Well usually the ball doesnt have that awkward bounce. Its why team cant recover a ball in endzone if a returner just lets it go. Unless it hits outside endzone and rolls in

Actually it’s the “Peter!” call. No one else can see him. Considering the kick is live there isn’t a need to stay away as opposed to a punt.
