It has to be a bit of both.  There is no doubt that the Seahawks line is not good.  But when the QB breaks the pocket constantly, it is difficult for the OL not to get holding calls or surrender a sack because they have blocked their guy into where the QB goes.  I think Russell doesn't help his sub-par OL very much.
