Nobody was saying it was preventing you from doing anything. You should be able to do quite a bit with what you have. That's not really an issue.  But if Cleveland wants the money off their books (which isn't necessary), the only way to do so is through trade. Baker can't be cut to any advantage. 

So the only leverage Cleveland has is "hey, we just aren't going to trade him", which isn't nothing, but not exactly great leverage either. Given how few spots are available out there, other teams have the leverage if Cleveland wants that money off the books

A starting QB who is at least missing 6 games, if not the entire regular season.

Honestly I hope Goodell prolongs the suspension until 2023 just as a major F U to the Browns for trying to circumvent the looming suspension in the first place.

That’s true and I don’t know what the FO wants to do.

 

I don’t think the front office likes the idea of paying Baker and letting him walk. We did that with OBJ and it wasn’t a good move.

That's not accurate. You paid Watson 45 Million already (signing bonus), plus you'll pay his base salary (1M) and Baker's base (19M) and then whatever you're paying Brissett this year. That's real dollars going out this year. Maybe ownership cares about 20 Million to Baker, maybe it doesn't. 

In cap, you have 19 to Baker, 10 to Watson and whatever to Brissett, which puts you over 30M. 

Not awful by any means, but is the correct situation

The NFL can do that, but they’re gonna need to explain why they let Brady get away with doing the same thing during deflategate.

 

Obviously morally, Watsons actions were way more disgusting in terms of off the field.

 

However, if you try to punish teams for circumventing the cap, it begs the question of where do you draw the line as a league?

But honestly, even if offset was a possibility...who's giving him 20M+. Someone would likely be signing him to a one year deal, and if they aren't going to be paying him 20M, I wouldn't be surprised if they just signed him for the vet Minimum because he's getting his money regardless. No reason to make his new team pay for it.

Highly unlikely there is offset language in a 1.1 rookie deal.   It’s what leads to holdouts with the team usually caving in.
