IIRC, they were reported to be involved in the decision to not physically produce/release a report, which would mean they're a legitimate defendant and would actually be involved. Don't care if they pay a dime, getting them into discovery would be amazing on its own. Agreed, hence the "legitimate defendant" and "actually involved" part. The conspiracy is in part Snyder used the team's image to attempt to get taxpayer funding for a stadium.
