I watch football to be entertained. This is a no-brainer good idea IMO. The only question is the specifics of the down, distance and starting position. The math should be relatively straightforward to find out what combination would result in a similar success rate as the old onside kick. The rule proposes, 4th and 15 @ the 35 yard line just like a kick off. If you covert the 4th down it would be about the same as recovering an onside kick. Don't think you can return an onside kick as the kicking team, only as the return team. I imagine you'll just get the ball at midfield if you convert regardless of the yardage gained on the play.
