Teams that make sense off the top of my head would be Detroit, Seattle and New Orleans if Winston continues to be more meh. Dallas can also pay a portion of that to get better picks. I have to imagine, knowing Jerry, they're not going to roll over this early. Gotta figure they're looking to swing a trade for some quality backup QB. If Dallas remotely gets in the Top 5/10 range for any the top rated QB coming out, God forbid somehow trade/swap out Dak for Bryce Young. He'd jump at that in a heart beat in my opinion! His time in NO like Andy as a Eagle was stale, time to move on. Especially post Brees. Starting over on "America's Team" and all the hoopla that entails, a short rebuild is feasible.
