It's the same principle. It's not though. A fumble is a live ball an incomplete pass is the end of the play. The play was 4th down so it's a turnover on downs. If Evans tips the ball in the air 20 yards away from the play and the hit occurs it's not a dead ball foul despite having zero chance at the ball. It's a flawed rule.
