It's not though. A fumble is a live ball an incomplete pass is the end of the play. The play was 4th down so it's a turnover on downs. It's not even close to the same thing.

The penalty was after the play was over.  

Int return, insert penalty on defense after the interception.  This is turnover on downs vs int.  Dead ball penalty enforced similarly

not sure how much sense it actually makes. If Evans tips the ball in the air 20 yards away from the play and the hit occurs it's not a dead ball foul despite having zero chance at the ball.

It's a flawed rule.
