Re-injure or didnt give him enough time to recover properly?

Yes.  His throws lack zip, so they don't throw over the middle much, or else will suffer INTs at the rate Pitt picked him off last year.  Can't place the ball well on deep routes, he looks more like Jeff Blake tossing rainbows.  And it isn't like they didn't give him 6 weeks already to let it heal.  He had to have re-aggravated it then, and obviously did again today.

@Broncofan, you're the closest thing we have to a medical doctor. Give me a reason not to panic and that this calf thing won't be an issue all year.

Google is a doctor! Looking into calf strains/injuries it says there should be no activity for 2 weeks and nothing but ice/treatment. It says resume all physical activity after 8 weeks. He injured it July 27th and played week 1, meaning he rested 7 weeks. Probably rushed back a week or two early before it was 100% and reaggravated it going from 0 to 100.

From what I read it doesn't seem like a hammy/quad type of injury that is very easy to reaggravate so once hes all healed, it shouldnt be a problem. The problem is that its not 100% healed yet and hes playing on it.

So it sounds like hes playing a dangerous game of playing on a 80% pulled calf. Burrow needs to shut himself down for a few more weeks and let it actually heal and not risk tearing it which would require 6mo. surgery.
