The scouts do their job during the season, get all the info for the GM and other execs, they build the board with that info, and the scouts start working on next year before the draft even starts. This is the least subtle scouting department overhaul seen. The funny one I heard involves the Steelers when Colbert came on board and some of Tom Donahoe's scouts were still around. About a week before the draft, Colbert sent all these scouts to these random DIII and DII schools to start looking for the 2001 draft. At the same time he had all the scouts turn in their 2000 reports, wipe all computers. Him and Cowher kept the board in a random closet in Dan Rooney's office. 3 days after the draft, he got rid of everyone he didn't trust.
