Color me shocked if Bills/Miami is flexed. The NFL are unlikely to give the Bills or Dolphins the hindsight of whether they actually have something to play for or not. They usually prefer to keep matchups that affect other matchups at the same 1 PM time. I'm almost certain it will be whichever game the NFC East "championship" is.
