Topic 3 - Make the 3 Up value for Franchise Tagged player the normal amount.

    • For players under the NFL Franchise Tag they can be 3 Upped for 75% the value of the Franchise tag. If the are signed to a long term deal during the same season their BDL Contract can be convert to 75% of the IRL value of the new contract. 

This was originally done to prevent people from going over the cap but with the new Salary Cap rules that is unlikely to happen. Having the value be 75% from the outset and then match at 75% is just cleaner and simpler to understand.

Topic 5 - Make only BDL UFA eligible for the 3 Up rule. Currently this.

    • If the player is an upcoming free agent that is not coming out of his BDL rookie deal, he can be signed at 75% of the value of his remaining IRL contract 

    • If a player is under BDL rookie contract but has just signed a new contract IRL, he can be signed at 75% of the value the IRL contract 

    • When 3 Upping a player who was RFA eligible but not tendered, the 3 Up offer may not include the value of the a RFA tender.

Again this can be confusing to new owners as to who is even eligible to be 3 Upped. We’ve standardized Rookie contracts now to 4 year deals either as a 4 year deal or 3 years+RFA. Once those players become UFA then you pick out of your best 3 and the rest go to FA. No one has tried to 3 Up an RFA in years and those players should go through the RFA process anyway.

For Topic 5 my reasoning is to get rid of the ambiguous "Upcoming Free Agent"  language and make it clear only BDL UFA's (Players with 4 accrued NFL Seasons) can have a 3 up used to resign them during the off season.

The Draft now has standardized 4 year deals in the form of either a 4 year contract, 3 year contract + BDL RFA or 1 year PFA + ERFA/RFA route. At the end of those 4 years those players become BDL UFA's now.

This removes the popular signing a guy with 1 year left on his deal to try and get a slightly cheaper contract overall but the minimal savings and the headaches arguing over those deals is offset by the rising cap space every year we now have. So you don't need to save that $1,000 if you are getting $10,000 more money to play with.

So franchise tagged players that get a cup would start at 75% and convert at 75% with this rule update? If so, yes.

I vote yes, just to get rid of the word "remaining" in contract negotiations.
