I have that sequence - a late hit on a receiver after the ball hits the ground - many times. I have never seen the refs rule that is a dead ball foul. If there is a foul, including a dead-ball foul, after team possession has changed during a down, following enforcement of a distance penalty, it is first-and-10 for the team that was in possession at the time of the foul. So did they screw that up? Edit: I think they got it right. Because after the play it was the Rams ball.
