Or, like so many things that people refuse to accept, it's a case of numerous factors and not just a cut-and-dry, black-or-white matter.  That doesn't mean you just dismiss a factor as being low-relevance just because you find a few outliers that support your argument unless either 1) You're too lazy to take a larger-scale look (at which point your opinion - or anyone's taking that approach - deserves to be taken less seriously) or 2) You're probably aware you're not making a good argument, but you don't care.

Rather than looking at a single incidence, like what QB led the league in fumbles in a given year, why not take the effort to look at a bit larger sample-size, like maybe who were the top 10 QB's with the most fumbles for the past 5 years.  Or even go step further and consider that not all fumbles are created equally or come from the circumstances where most eval folks are going to be as concerned about a QB - so maybe look at how often a QB fumbles per instance sacked.

If you go about that route a couple names are going to stand out to you in the subset: Jared Goff, Kyler Murray, Derek Carr, and Joe Burrow.  Now several of these things are not like the other ones.  Without a play-by-play instance breakdown, I'm not secure in determining how many of Kyler's fumbles came resulting on plays where he was scrambling/rushing versus dropped back to throw; but regardless he presents enough dynamism to his game that increased fumble-likelihood may become more excusable,  Same reason why Burrow's fumbling on more than 1/4 of the instances he was sacked and fumbling 1x per game his first was was excusable (particularly after he appeared to take much better care of the ball this last season).  Jared Goff, however, those shows of dynamism were rarer, far less consistent, and thus did far less to justify his different type of consistency, that being his presence in the top half of most-fumbles in the league by a quarterback bracket for more years than not in his career thus far.  And as someone who watched him play regularly for all but the last of those years of his pro career, I can tell you that A LOT of his fumbles were resultant of not being able to get as firm of a grip on the ball both in his carriage while cocked back to throw and in moving with the ball in a single hand while maneuvering through a congested pocket.

In summation, should hand size be a be-all/end-all threshold that you write a guy off if he doesn't hit a certain benchmark?  No.  But it's entirely legitimate to start factoring into a cost/benefit analysis whether the other dynamism at the position (and not just scarcity of guys at that position in a particular draft class) does enough to compensate for the likelihood that his smaller hand-size is probably going to lead to a higher preponderance of fumbling the ball when sacked.

Joe Burrow's were considered small at 9", Pickett's 8 1/2" is the smallest in the NFL but still the dude is the most pro ready QB in the draft potentially and one of the best in terms of his preparation and intelligence.  

 

Mike Vick had 8 1/2" hands by the way.
