Another Owner's proposal, not sure if it's been done before but:

BDL Tag - Essentially replacing the IRL franchise tag, you can tag someone for 1 year at the average of the top 5 players at their position in the BDL if they're set to become a UFA. Mainly for someone who's not certain about committing to a 3UP. 

Example - Camden & Kyle Fuller

Kyle Fuller signed a 4yr/56mil contract IRL - Applying a 3UP that would be $11,900/4

Top 5 CB Contracts in BDL ATM:

1. Desmond Trufant - $13,750 
2. Josh Norman - $12,750
3. Xavier Rhodes - $11,917
4. Patrick Peterson - $11,909
5. Stephon Gilmore - $11,050

Average = $12,225

Camden might find that Fuller's contract for 4 years is too risky to be locked into, so instead the BDL tag of $12,225 can be applied for 1 year. 

Each team would get 1 BDL tag per season & if you want to use the BDL tag on the same player next year, it is a 20% increase. So 120%*12225 = 14670. You always have the option to 3UP a BDL tagged player at the end of their tag at their IRL contract rate.

I get the idea and dont necessarily dislike it.  But you are essentially allowing a team a 4th 3Up per year.  If you support teams being able to keep their own guys, thats good.  If you support more guys hitting FA, thats bad.

I like this, especially for one year deals on risky players but it should count as a 3up but you can rescind the tag and get back your 3up.
