He'd have to deal with Rodgers, and their OL isn't great, but they have a very good defense and a stable HC. Indoor stadium IIRC (although trips to GB and Chicago in the winter won't be appealing). Probably my 2nd favorite choice. The only issue is that they have the oldest team in the league. But they have plenty of talent and an easier division. Mostly, i just think a QB the calibre of Brees would have to be insane to sign on to an organization that's been as dysfunctional as the Jaguars for as long as they've been bad. The team is frankly, a laughingstock. That's one mammoth reclamation project for Drew Brees to decide to take on with his dwindling twilight years. I could see Washington or Cincinatti biting if Washington doesn't work out something with Cousins (likelyish) or if Cincinatti decides they're fully fed up with Dalton (that contract is actually VERY easy for them to get out of next offseason.) Haven't seen either of them mentioned yet, presumably because they already have a QB on roster right now, but that can change fast. Especially if and when Brees becomes available. I disagree with @Tugboat in that he would have to come with Sean Payton though. I think Brees would work still with Doug Marrone and Nathaniel Hackett. Marrone was Brees' OC from 2006-2008, actually. Average QB, like 5-11. Bad QB, like 1-15. Also would depend on our new coach. If it's a guy who can turn around our defense and not waste everything like Payton and his staff always have, then that obviously changes the outlook of the record with or without Brees.
