Every new guy tries to bring in guys he knows and trusts.  It happens everywhere.

Or Vermeil with the Rams in the 90's?  Holmgren with the Seahawks roundabout those same times.  Um... Pete Carroll.  Don't think that guy's been thinking very long and hard.

I'd argue that Reid, JDR, Kubiak/Fox, Arians, Chucky Gruden, and to lesser extent Marrone can all say that within the last 6 years they have come in as retreads and made a positive impact. 

Reid has probably done a better overall job in KC than he did in Philly. 

JDR would have more than likely still been Oakland's HC through last season had Chucky #2 not lured Chucky #1 out of the booth. I can't emphasize enough how much JDR played a role in turning the Raiders around from the pits they were stuck in, even if the W/L record didn't exactly show it. 

Kubiak and Fox rebuilt Denver after the McDaniels fiasco. 

Arians stabilized a pretty bad TB team. 

Marrone has been ok though it's starting to get ugly in Jacksonville. But he certainly had his moments. 

I hate to say it, but the Redskins absolutely needed someone with a history, given Snyder's dictatorial nature. Maybe Rivera isn't the most exciting option, I get that. He probably won't be around for long. But he's a good one to have come in and clean up the mess for the next guy, and probably not embarrass himself in the process, much like JDR set the stage for Gruden to do his thing (admittedly underachieving right now).
